Tribal Resources – Definition and Importance (संसाधन क्या हैं और क्यों ज़रूरी हैं)

Resources का अर्थ सिर्फ खनिज (minerals) या पेड़-पौधे नहीं है — बल्कि community-based systems हैं जिनसे जीवन चलता है।
For tribals, resources mean:

  • Forest (वन) – food, shelter, medicine
  • Land (जमीन) – agriculture, identity
  • Water (जल) – livelihood, culture

Adiwasi Resources are directly linked to identity, culture, and survival. जब जंगल कटता है, तब सिर्फ पेड़ नहीं गिरते, पूरी संस्कृति गिर जाती है।

आदिवासियों की लड़ाई कोई नई नहीं है —
यह ब्रिटिश शासन से शुरू हुई थी जब जंगलों पर उनका अधिकार छीना गया।

FRA 2006 (Forest Rights Act) के तहत आदिवासियों को फिर से उनके forest rights देने की कोशिश की गई।
लेकिन आज भी हकीकत यह है कि —

  • कई जगह forest rights claims अब तक मंजूर नहीं हुए
  • Gram Sabha की शक्ति को नजरअंदाज किया जाता है

Community Resource Management – ग्रामसभा की भूमिका

ग्रामसभा (village assembly) tribal resource management की सबसे बड़ी इकाई है।
Under FRA, Gram Sabha has powers to:
